His mother hadn't been royal status either, when she'd met and been betrothed to Ozai. She came from rather humble beginnings. It seems fitting that his wife does too.

"The servants will care for you." He says. He can't see them not. "Not because you're Queen, but because you're you." He tells her. He wants her to know that all basic things will build from kindness.

Or he hopes, at least.
